This man is declaring the Northwest Ordinance. It was passed in 1787 and was perhaps one of the most important actions of the Congress under the Articles.
I put forth this ordinance that will help to create and support new governments in the new territory. It will also create new states for these new government plans to reside in.
The Confederation Congress had few successes. They could not pass a law unless nine states approved it. They also couldn't change the Articles unless all thirteen states approved it. They didn't have any money to pay their debts because they couldn't collect taxes or regulate trade. They also didn't have the power to enforce the laws that they created. There was a lack of central power without a leader or group to direct government policy or a national court system.
The states fell into deep debt and taxed their citizens heavily. They also taxed goods imported from neighboring states and countries. This hurt merchants and other business people. Many lost their jobs. In Massachusetts a farmer named Daniel Shays was owed money and was threatened to have his farm taken away. He brought 1200 protesters to launch an attack on the Massachusetts government building.
