How does the government decide how much money goes where? Well, this is where the Federal budget comes into play.
First, the budget is drawn up by President with adivsory from a council. It must be 2/3 mandatory (doesnt need approval annually), and discretionary (needs annual approval).
It is then sent to Congress, who can modify, approve , or disapprove the budget. If it is approved, the budget targets are set, then sent to House subcommittees for approval, breaking it into seprate parts.
