In a Zogby Poll in January, 52% of those polled agreed with the following:
"If President Bush wiretapped American citizens without the approval of a judge, do you agree or disagree that Congress should hold him accountable through impeachment?"
Dubya's administration interprets this as an overwhelming mandate from the people to continue the illegal wiretapping program.
