Well, the law conservation of mass said, in chemical reactions the total mass of the reactants equals to the total mass of the products, so logically if the reactants and products have the same mass, no atoms or elements are lost or produced.

Is it true that a chemical reaction which produce gas will decrease in mass if the reaction is conducted in an open container.
Yes. That is because the gas produced escape into the air. However, if the newsubstance increase in mass, that is because the chemical reaction involve combination of a substance with gases from air.
