| On March 4, 1789, America officially adopted the United States Constitution, which established the U.S. as a free nation governed by the people. | |

| It quickly became clear that changes would be necessary. Needing two-thirds of the votes from both houses of Congress, the Senate and the House of Representatives, changes to the Constitution could be made in the form of Amendments. | |
