The answer is that in an election campaign, candidates will bring up their opponent’s record and may demand that their opponent explain the votes that turned out to be unpopular

Interest groups and their lobbyists also focus their attention on congressional committees
All lawmakers have staff members called caseworkers to handle constituent problems
Casework serves three important purposes. Perhaps most importantly, it helps get lawmakers reelected
