| Oh, i do. It is a law that is going to set a government for the Northwest Territory and a plan for admitting new states to our union. Our government will probably use this method for other states that join, as well. | |

Weaknesses of the Articles of Confederation |

| Things aren't looking too good for our Articles of Confederation. They have very little successes, and the Congress cannot pass a law unless nine of our states agree on it, which is very hard to achieve. And, if we want to change the Articles, all thirteen states have to agree. Phew! | |

| Also, they can't tax, don't have any control over what a person does, they don't allow for a governor, and, overall, the Congress couldn't ask the states to do anything, really. | |

| Did you hear about the farmer in Massachusetts? He owed money because of heavy state taxes and the Massachusetts court threanted to take his farm away. | |

| Yeah, and then him and about 1200 other people started an uprising with him, which was seen as a warning to our government, asking if it could maintain law and order. | |
